Is this condition serious?

My penis has started to have this non moving red exposed flesh, I masterbated prior to discovering this and now I have stopped it. There was no pain at the area and I would like to know if this condition will go away on its own and not require any medication.

I looked at it, and it's red enough that I think you should let a doctor look at it. You don't mention how long it's been there, but if it hasn't gone away within a few days from the onset, you should see your doctor.

So should I be pulling back my foreskin to wash that area or leave it as it is?

I'm completely ignorant on this as I was circumcised as a baby so never had to worry about such a thing.  I don't know anyone who isn't circumcised.  I would think, though, that just washing normally when you take a shower is probably sufficient, but you'll have to ask someone who knows more about this than I can help with.

Have no desire to look at it, but you probably irritated the area.  Try to be more gentle and it will most likely heal in the time it takes irritations to heal.  If it doesn't go away in a reasonable amount of time, and you're sure it wasn't that way before, you might want to see a doc.
