Testosterone low, 25yo

Dear,
I am 25 years old from Italy and would like some clarification on hormonal values.
For some time I have been carrying out blood and semen analyzes to check testicular function due to a previous varicocele (operated with scleeroembolisation) and reduced didymi trophy (9 and 8cc).

Current hormonal values ​​are as follows:
Fsh: 1.7 mIU/ml
LH: 3.0 mIU/ml
Total testosterone: 310 ng/dl

Moderate asthenospermia
Sperm/ml 5,000,000
Normal form 1%

I complained of loss of erections and, once the presence of a "partial venous deficit" was verified via dynamic color Doppler ultrasound, I was prescribed Cialis (tadalafil) 5mg.

According to my andrologist, testosterone is low for age but it is not possible to supplement/stimulate due to the limits of Italian law.
Do you agree? How is it possible to consider "doping" the administration of testosterone to a boy with 310ng/dl of T - the value of an eighty-year-old - when AIFA note 36 considers "reduced concentrations of total testosterone < 12 nmoles/L or 350 ng/ dL”?

Furthermore, shouldn't these hormonal values ​​and hypotrophy be "symptoms" of an underlying problem? What do you recommend investigating, if necessary…

the doctor does not want to prescribe testosterone because for him this would be “doping”, even though I'm not an athlete.
I know I'm young for Cialis but unfortunately if I don't take it it doesn't get hard. there is a venous deficit.

I feel tired with this testosterone level and have minimal improvements in my muscles despite training in the gym since  3 years and the good bulking diet.

What if you went in not talking about muscles and training, but about things like low sex drive, depression, fatigue, and erectile dysfunction?

Treating clinical symptoms is different than treating fitness issues. Your doc seems to think it's about fitness or athletic issues, not medical or clinical symptoms. If he still won't treat you, find a new doc.
that's what I did, talking about chronic fatigue and erectile dysfunction, but all doctors (5) don't prescribe testosterone. I think I'll jump into trt underground

Well, your testosterone is a little below normal. I can see that right away. For a 25 year old man, the range is usually 413 to 575. So, a bit under.

What does your doctor want to do? I know you were prescribed cialis but you are pretty young. Is there a plan of sorts to help with the testosterone?
