stinging feeling in penis

Hi, I'm a 14 year old guy.
For a while now, there has been a part of the skin sticking onto the head of my penis. (*i'm not circumcised)
Well, just today, I was cleaning the head of my penis, and I really tried to clean the part that is sticking. I tried pulling down the skin and used the water to gently clean it out. It stinged, I think that's normal..
Just to pop in one more question.. is it normal to for the head of the penis (without the skin) to be sensitive when I touch it?
Anyways, after dinner, I went to the washroom, after I finished, the part which the skin in sticking on to started stinging. The pain WASN'T unbearable. Is there something wrong with the stinging?
Also, what is a good way to clean the sticking skin off?

I have two more questions: I talked to my dad yesterday, and I found out that a bit of the penis (the inside part) and the skin in red. I think it's scratched. My dad told me to wash it and to put on Polysporin. Is that okay?

And my second question is if it is neccessary to flip the skin out at all time? My dad told me to flip the skin out as long as I can
Is that a right thing to do? Cause it hurts..

it's normal when your penis stings when you aren't circumsized, since when most ppl get circumized, it's done when they are small, so they gradually grow use to it..and the pain or stinging sensation is at it's worst when they frist cut off the foreskin, eventaully they get use to it and it doesn't sting

for the sticky skin...try washing it more they skin will gradually not stick anymore
