I don't know what the implications are if the time lapse is less than 100 milliseconds. My guess is that this would be a good thing. It certainly doesn't indicate a problem with the optic nerve.
Probably, natural variance allows for the same deviation backwards as forwards in healthy individuals. It seems impossible that nerve conduction speed could exceed a certain threshold, at any rate.
The problem for ON/MS purposes is slowness, not speed. If your level was 96.9, that sounds perfectly healthy.

The 'normal' response time is 100 milliseconds, though a certain amount of deviation from this standard is also considered normal. Therefore, up to 115 milliseconds falls into the normal range. At 115 or more, the test result is abnormal.
