Will make this quick as I only came to the computer to logoff, and somehow started getting into all these posts!
Have you been evaluated for endometrioses, which is NOT diagnosable by ultrasound or MRI, unless very sever?. If there are adhesions on the sacro ilial joints or anywhere in the spinal/pelevic regions this can cause leg symptoms. The monthly nature is what makes me suspect. Plus you already have thryroid problems which suggests an endocrine/autoimmune type response possibly.
Get your vitamin D and B12 levels checked. Low vitamin D in particular can cause weakness in the quads.
If movement helps this may alternatively point ot either a vascular or rheumatoid/arthritic problem. Any coldness or numbness in the feet and you should maybe evaluated by a vascular specialist. Try a tiral of 1500mg Glucosamine daily for several weeks. If this relieves some of the symptoms then this may indicate it is more arthritic in nature. Either way you need further investigating.
Look for signs of anaemia, good signs is pulling down your lower eyelid and looking at the colour - it should be bright red. If it is pale or flesh coloured you are likely anaemic. Or just get a blood count done.
Good blood tests apart from thyroid -blood count, renal and liver profile, ESR and ANA, acetylcholine levels (checks for muscle problems), serum cortisol (adrenal problems). Get all this background maybe before diving onto a neurologist. As you'll find here a lot of them are not highly thought of, but your decision how you want to go.
