numbness, tingling in limbs and skin sensitivity all over body

About 10 years ago a drunk driver hit me ( in my car).  I ended up with having a herniated disc in my low back.  later I developed two herniated disc in my lower neck.  I always had numbness and tingling in my low body, toes and feet.  Now I'm getting it in my upper body, hands fingers, shooting pain down my arms ( not at the same time).  As all this has been going on for the past year I have been developing this pain on my skin, as if i had sun burn?  Its not red, no rash no swelling, not hot, it looks normal.  The burning will last in different areas in my body for about 1-3 days.  Is this normal and what do I? What kind of Dr. should I see if I need to see anyone?  I should also mention that I was diagnosed with PCOS last year.  I'm not taking any drugs for the PCOS.

The lesion could be acanthosis nigricans  seen in association with PCOS.   i don't have any lesions.  Are you referring to " As all this has been going on for the past year I have been developing this pain on my skin, as if i had sun burn?  Its not red, no rash no swelling, not hot, it looks normal.  The burning will last in different areas in my body for about 1-3 days."?  My skin has not changed, I just get a sun burn sensations when I touch my skin or if clothing rubs it the wrong way.  I don't know why that happens or what that's from?  The skin looks fine.

Hi there. The tingling numbness in the lower limbs is due to the prolapsed lumbar disc that you already had. The lower neck prolapsed discs is causing the upper limb symptoms. So you need to consult a neurosurgeon for this who will ask for an MRI spine for checking the degree of the prolapsed discs at each level. The resectability has to be evaluated.
PCOS needs to be evaluated and treated well, by a gynecologist. The lesion could be acanthosis nigricans  seen in association with PCOS.

Take care.
