Distal fibula fracture

I sustained what was classified as a Weber A ankle fracture exactly 4 weeks ago after I rolled my ankle while I was out on a run.  It was determined that surgery was not required and after the first week where I had a plaster cast, I was given an Air Cast.  Yesterday, I had my follow up appointment at the fracture clinic where I had another X-ray performed.  Much to my surprise, the fracture looked unchanged.  I was assured that it was healing and my next appointment/xray is in another four weeks.  Is this normal?  I am an otherwise healthy female, in my mid thirties, non smoker.  What can I expect if after another four weeks, the fracture has not healed?
