What are the causes of Periorbital Discomfort.

I have had periorbital discomfort for 2 months.  twice had sharp pain behind my eye.  Also experiencing headaches in the rt. frontal and temporal area and sometimes the entire frontal area.  I have seen 2 ophthalmologists.  Neither one found anything wrong with my eye.  One had me use a steroid eye drop for 2 weeks with no change.  The other thought it might be sinus congestion and had me use a netti pot and Nyquil at night for two weeks with little change.  I then continued the netti pot and used a decongestant with a mucus suppressant and there has been no change.  Some days the symptoms are worse than others.  I am going to call him at his direction as he feels a Head CT is warranted.  any ideas what might be causing my symptoms/
