Cysts are very very common in younger women and only 5% are malignant.Is your partner premenopausal? . If you check the top right of this page under "Health Pages" you will find a lot of information about cysts.
Seeing the Gynecologist first is the usual procedure... How was the cyst detected? Through a Transvaginal Ultrasound? .What is the size?
If there is the slightest suspicion that it is malignant , then a gynecologist /Oncologist is certainly called upon. The reason that they don't routinely examine patients with cysts is that ,since cysts are so very common, they wouldn't have the time to see patients that really have suspicious masses or cysts. So seeing your Gynecologist first is fine.

If you could get into a Gyn/Onc, that would be good. It is not neccessary but they have so much more experience in that department. Most cysts are non-cancerous. It is a personal choice. I hope you and your partner find a good Dr and things work out well, Keep us updated.
