10 is too young....i agree with the others....wait until SHE is bothered by her leg hair...and regarding her dad and his(unusual) concern over her leg hair, that is just waaayyy out there!
Most men don't want to even THINK about their daughters doing grown up type things.... or talk about it....they usually want to pretend they don't even know about it....

my mom actually had my sister start shaving her legs at 10....but then that was mostly because the hair on my sisters legs was soooo dark, her legs looked dirty....i mean she looked like she'd been sitting in a dirt mound all day.....my sister is now 13, and only has to shave like twice a week....with her, an electric razor wasn't an option, and it didnt trim the hair right(after 3 diff kinds), and made it hard and stubbly, like a "5 o clock shadow" which was worse.....
but yea unless its something like my sister(who other people also thought was "dirty" because of the hair), then your daughter will broach that subject when her friends start doing it.....sometimes, lol, peer pressure is better, b/c at her age, it'd be kind of hard for her to keep up with the shaving, and not cutting herself.....crappy shaving used to be my sisters worst nightmare, but now that she's older and has more "control" somewhat, the issue is nowhere near as large as it used to be.....
Shaving legs is COMPLETELY up to when the other girls in her crowd do it, and when she feels uncomfortable with girly hairy legs. Its unusual for a father to want his daughter to start shaving legs - like a dad wanting her to start wearing makeup.
I agree with margy. Wait until SHE asks to do it.
Dad is not correct in bringing this to his daughters attention and No of course do not buy a razor for her birthday, this is his oppinion ,not your Daughters ask him as your daughter isnt bothered why is he .?If she wants to shave she will do so when she is ready in a few years.
