Wait, that was too quick an answer. A normal IQ score for anyone is 100 - that is, that's average. It's designed that way, so that 100 means exactly average for the population.
If the boy is raised in a superior stimulating environment, and has access to great education and parents who strive for excellence, the child should show a higher IQ on a test than a child of the same actual intelligence who has not had such a rich environment. So a child in a high achieving home should test at 115 or so, and a child in a home where he hasn't been exposed to stimulating education might test at 95, but both have the same intelligence.
Also, some children test VERY well but don't achieve at that level, and some children function at a higher level than they test.
