Grand daughter

My 8 week old grand daughter has stopped using her left arm, it just hangs limp.  When she was born and the first 4 or 5 weeks the arm seemed to be moving as much as the right arm.
Does anyone have an idea what is going on?

Everything else seems normal.
she has seen her pediatricial and is now waiting to see a physical therapist and a neurological specialist.
She is well taken care of by her parents and grand parents.  No signs of physical abuse.

Is she okay does she seem in pain or any discomfort as if the arm may be dislocated ? It would hurt so she would cry a lot.Is she eating drinking, who has access to her ?
