is testicular atrophy reversable, and if so what do they do to reverse that, and will it effect him of having any children in the future

It depends on what has caused the testicular atrophy.  There is a long, long list of things that can cause it on Wrongdiagnosis *******, and probably for each thing that causes it, there is a different treatment.
