Is it normal to see the sac at 4weeks but no fetus in the ultrasound

Im not sure if it is normal, but i have heard that this has happened to lots of other woman and went on to have a normal pregnancy.  It is still really early, relax and rely on the doc  good luck

the fetus doesn't develop until 9 weeks. currently you're in what they call they "period of the embryo" which is week 3 - week 8. at 3-4 weels there's an embryo, but it doesn't at all look human, almost like a pee pod and its only about 2 millimeters long, it isnt until the 8th week or so when it will have eyes, a jaw, arms and legs.

Very. Your doctor shouldn't have even done a scan that early. Rarely do they provide the comfort they should and often just cause panic and worry. When is your next scan?
