Your chances of pregnancy are so low that it would actually be a miracle if you conceived for a number of reasons.
1. He didn't ejaculate outside of you or in you
2. Pre-ejaculation only contains sperm if he has ejactulated in the past 2 hours without urinating afterward
3. You are on birthcontrol
4. If you period is still 3.5 weeks away assuming you have a normal cycle 28-34 days, then it sounds like you recently finished your cycle and it's still very early for you to ovulate, without ovulation you can't get pregnant
Take a deep breath and don't worry about this single incident.  As you said you will be more careful from here on.

If you're on birth control and you take it correctly you lessen the chance of pregnancy even more, although birth control is not 100% effective. If you decide to have sex make sure you use a condom with spermicide, and if you fool around again make sure he's wearing a condom. I think it's more than safe to say you're not pregnant right now. Just make sure you continue to take precautions and take your birth control as directed. Try setting an alarm for the time you're supposed to take it so you remind yourself.

i have bc i just had missed a day.  But I have been searchin every medical site and none can help me with real facts and we are swearing off all things like that in general. We are both off to college next year and we dont need something like this to get in the way of our futures.

OH! And consider birth control for yourself.

If his hands were dry the sperm were dead, they can't survive unless they are in a favorable environment. If you do plan on "playing around" even if it's not sex, have him wear a condom.

his hands were completely dry like there was only a drop or two to start with and it was only pre-ejaculate. this isnt normally like us and we have decided to stop doing anything like this until we are responsible enough to handle it

The possibility of pregnancy is VERY VERY low. You said it was about half an hour later that he was messing with you. Sperm will die within minutes of being exposed to air, they need a moist environment to survive. If you're really worried about it you can take a test the day your period is due, but I wouldn't waste your money. I really seriously doubt you are pregnant.

You could still get pregnant but its not likely. As long as semen is in its liquid state th sperm are still alive and active. if it was exposed to air long enough to dry then you should be ok. But if you don't want to get pregnant you should definitely be more careful =)

air does not kill sperm, sperm die when they are dried out, but actually AIR does nothing.  If his fingers were still wet from the semen, then there is always a chance to get pregnant.

No. Air kills sperm.
