Yes you can refuse. My sister refused them unless it is life or death to use them they can't or you would have grounds to sue them.
I would think its safer than a c section and that point.
Errors that occur within hospitals tend to occur because of human error more often than mechanical error.. some docs and nurses forget just because they have the title does not give them the right to stomp out a conscious, comprehensive adult's rights to demand or request anything..

You can refuse anything you want but when it comes down to emergency situations we are going to do anything and everything possible to save both life's it our job so in reality it really doesn't matter. We do what we've got to and you should be damn happy.
You can refuse them , however I had my daughter last month and her heart rate dropped really low with every contraction they had to get the baby out (life or death situation) I couldn't feel my legs so I wasn't pushing hard enough so they used forceps my daughters head was cone shaped for a few hours but was completely normal by the end of the night and she is a perfectly healthy baby :-)
