Weird bumps on scrotum

Hello all, thank everyone for help and opinions.
I was wondering if anyone can give me rough idea about what might be happening on my scrotum. I am an 18 year-old male and did not have sex until this year. A couple years back I noticed pimple-like things on my scrotum and the base of my penis. I told no one and wrote it off as a "puberty" thing. As soon as I became sexually active I got tested for STDs with my concern that the pimples were herpes. The doctor said they were not herpes because
-They did not hurt, burst, or bleed.
-They do not come and go.
-They do not hurt.
-My urine does not burn.
-They existed before I had sex.
Instead she diagnosed it as folliculitis, because they were mostly around my hair follicules. I gave a urine sample for other STDs and nothing came back.
I'm still worried that I might still have herpes, because the antibiotics didn't remove the pimples.
The pimples are roughly my skin color (white/ causian)
I think they might also be angiofibroma, but the odds of that are rare.
Anyone have any ideas or thoughts that may allay my fears?

Thanks a bunch guys and gal.
I just needed another opinion to tell me that I'm overreacting/can't have an STD without the S (I know sometimes it can be inheritted from parents too but that's a whole other story).
My doctor said it was fine, but my doctor isn't as reliable as she should be.
And I didn't want to go asking my friends, out of fear of alienation or puzzled expression.
Thanks again.

you had these prior to being sexually active so they aren't herpes related. I completely agree with jack, sounds like normal issues that males have :)

Its totally normal, most men do have this problem. Its not herpes so stop worrying, it is just a puberty thing, and you have absolutely nothing to worry about.
