Can STD be transmitted through swimsuits underwater?

A guy had done something stupid. He had young girls sitting on his face underwater therefore having his mouth and tongue touching the vulva through swimsuits underwater. He has done it a lot. So Is there any risk of contracting HIV or any other STD by chance. Please don't ignore this, I need a quick response. I am worried.

STDs don't go through clothing. There is no risk.

I have to wonder how "young" the young girls are. This sounds potentially criminal. Are you asking if he has a risk from "young girls" or do they have a risk from him? Why would anyone assume "young girls" have STDs?
