Herpes or something else?

Can folliculiutus cause bumps with clear fluid? I went to an urgent care doctor and he said he doubts it's herpes because it's not in the genitals but on the pubic area. I had an ingrown hair that I picked at caused it to bleed and then the bumps appeared around it after a few days, I'm a little worried that it could be herpes but the bumps aren't painful just itchy sometimes. They haven't spread but I'm at a loss of what it could be because the symptoms don't fit folliculiutus  and they don't seem to fit herpes either. Any help would be amazing

Herpes rarely starts in the pubic area, and herpes lesions are not associated with hairs. Sounds more like folliculitis to me, and I see no reason to doubt the urgent care doc's diagnosis.
