RED PUFFY MEATUS , PLEASE HELP!!

i recently had sexual activity with a female, condom was worn , (before condom was worn possibly touched her body with my testicles). As we were having sex , i pre-cumed in the condom but continued. In the the end i took te condom of and cumed . I would like to ask if it is possible for stds-hiv to pass thought the base of the condom (whle wearing it ) through the pre cum tha might have been dripped through the base? . Washed my genitals after that, and had a shower at home .After a week i realised that my meatus (tip o penis ) was swollen, a bit puffed up and quite red, the color red is vibrant and it is like wet all the time i cant even apply cream on it to calm it down as it spreads away. It s a little itchy from times to times and urinating doesn't hurt. Can it possibly be HIV or stds?

You had no real risk for a STD. Your symptom would not be STD related.
