Dry skin, redness on penis head

Hello -

Recently, I noticed that there were two dry skin patches on my penis head. I actually used basic hand lotion on the penis head (and this time just for the dry skin) and it seemed to take care of the dry skin. After a few days though, it came back.

When it flaked off, I noticed the skin underneath was redder than surrounding skin. It almost looked like mild scarring, only not as severe (see attached picture).

The area doesn't hurt. I actually only notice it when the dry patches come back. I have had unprotected sex about 8 weeks ago. My question is - is this an STD? What is the first step I should do to get this checked out - go to a dermotologist or an STD clinic?

Doctor doesn't help. I've been to a dertamalogist and an urologist, they both pretend like it's not there. WTF!!!!!
I've had this for 13 years, i'm tired of this ****!!!

i have had a dry skin patch on the top of my penis head.  It originally turned red, then looked like a form of wart, then it dried off and flaked.
I have been tested for all STD's twice in 3 months.  It comes back
but more like dried flaky skin.  Is this some type of fungal problem?
all STD tests are neg.
