Thyroid hormone levels do not always fluctuate a lot during the day... We've had other members on the forum whose TSH stayed high, as well; one in particular had at TSH between 17-20 all the time, but was not hypo, in spite of low range FT levels. The dosage of medication did not have to be adjusted, as there were no symptoms of hypothyroidism. In that case there was a pituitary issue that kept the TSH high.
It's very possible, this poster has another issue causing his symptoms and could also have something else keeping his TSH above range. Perhaps his pituitary gland simply doesn't think there's enough thyroid hormones, when there really is...
I disagree that you have subclinical hypothyroidism... Your FT4 is at 61% of the range; recommended level is mid range (50%). Your T3 is at 62% of the range; recommended level is upper half to upper third of range.
There are some people who simply have a higher than normal TSH and are not hypo.
What, if any, symptoms do you have? Some symptoms can apply to both/either hypo or hyper or your symptoms could be caused by something else, such as a vitamin deficiency - some of which can cause hypo-like symptoms, as can some other conditions.

Anyway the result shows you have subclinical hypothyroidism which requires thyroid hormone replacement pill. Anyway it will be better if you find your Vitamin D3 level as people who have this kind of results (high tsh with normal t3, t4 levels) usually tend to be deficient in Vitamin D.
