Is my flexor tendon torn?

I broke my fifth proximal phalange by hyperextending my pinky to the back of my hand in a fall. I immediately buddied up the finger and immobilized with an alumo-foam splint. After five weeks my ortho told me to start bending the finger by making a fist. After a week of trying the finger still won’t bend at the DIP or PIP joints at all. I called his office to ask if I have a tendon injury and he said that stiffness is normal and to keep trying to make a fist. I’m worried my flexor tendon torn because of an extreme hyper extension of the MCP joint and any effort to move it now will just cause it not to heal. So do you think it’s torn?

No one can diagnose you from here, and he gave you instructions to deal with the stiffness, but if you question his judgement then see another ortho or if that isn't possible maybe a physio or chiropractor because they see many injuries and can give you a second opinion in a hurry.
My chiro does ART and told me that he fixed up a guy that had seen people at a back institute for months, but they didn't have any idea how to fix him. So sometimes you have to hunt around and find a better place to have your injury looked at, although i am not saying your ortho guy isn't correct.
