Tiny red dots under skin on finger

I'm assuming this may be a minor problem. About five days ago, my right index finger felt very slightly odd near the bottom of the tip joint/middle bone area (the "palm side" of my finger). I can't describe it any more than that; I just knew something wasn't right. Then I noticed that it was slightly swollen. I would never have noticed this if it didn't feel slightly weird. (The weird feeling is also rarely noticed, or is gone entirely.)

As the days passed by, I nearly forget about it, but the area under the middle bone turned a little red. And today, I look at it and see little pinprick-sized dark red dots beneath the middle bone. There are about nine of them, more easily seen when I press upon the skin to make it white. The slight swelling still exists, but there is no itching, loss of feeling, bumps, or anything that may hint a bug bite, rash, etc.

What could it be? I don't recall any recent harm done to any part of my body.

If it is a wart forming, this may become more evident soon.

You can get the pharmacist to take a look and ask for his observations.
I presume that you did not touch any spikey plant.

Update: the red dots have disappeared within two days, but the slight swelling and redness persist. There's still no itching or anything, but when I move the skin around in the mornings, there's a little bit of pain under the skin.

It sounds to me that you may have a wart forming.  If that is the case, the red spots will eventually come to the surface where they will be seen with black dots.  

You can ask a pharmacist to look at it and he will be able to tell you what this is and recommend any treatment.

   I would put wet salt compresses on it.  Some bug bites do not sting or hurt in any way - such as a black widow or recluse spider. The salt will help to draw out the poison.
    The kissing bug doesn't cause any pain or sting either - but the red marks will itch like crazy after a day or so.
    If your finger swells more and the salt doesn't help, see a doctor.   If it is a black widow or recluse (brown) spider bite, you might get nauseous or dizzy.
