First of all, as I am sure you must be, do not go to the gym again until this is sorted out. A facial puffiness and eyelid puffiness following an exercise could be due to either some heart problem (angina, high blood pressure, valve prolapsed, pulmonary hypertension) or it could be due to compromised kidney function.
Unless there is an allergic reaction to something that touched your face, hydrocortisone cream will not help. If it is an allergic reaction you will also experience an itch. Applying cool packs will also help.
Since I cannot examine you and know other related conditions you may be having, nor is a detailed history possible on net, I have listed the various possibilities that should be looked into. Please consult your PCP to run tests and examination to clinch a diagnosis.
