one-sided blurry vision, pain, nosebleeds

blurry vision in one eye for a year, glasses cannot correct, nose bleeds on one side, ache on one side of face, eye tearing on one side, constant, year-round congestion

Welcome to the MedHelp forum!
Talk to a neurologist and get a MRI of the brain and nasal sinuses. If there is problem in the nasal sinuses then correcting that will help. Consult an eye specialist. Also explore the possibility of this being benign intracranial hypertension which happens due to impaired CSF absorption.
Please consult your PCP for primary examination followed by proper referral.

Have you talked to a neurologist? Sounds like could be quite a serious issue, or at the very least, a nasty sinus problem of some sort.
