Foreskin attached with penis glans tip surface. Can't be retracted even when flaccid

I'm a male, age 24. My foreskin can't be retracted. The opening is small. It seems impossible that stretching it will make it bigger. Even in flaccid state it cannot be retracted. Moreover, the glans surface near the tip has a small thread-like thing that connects with the inner part of the foreskin. I believe this is not the fernulum, because this is on the top surface of the glans.
