Testicular lumps

Lately I have been having discomfort in my testicles. I recently found "multiple" little bumps on the surface of my left testicle. The bumps are about the size of the tip of a ball-point pen, and there are maybe 6 or 7 of them. There is also a hard lump, not quite the size of a pea, that feels to be between the testicle and the chords at the top. I am 25, and at the age of 19, i had a benign growth removed from the same testicle. That one was located at the bottom of the testi on the back side, the new ones, however, are located at the top.  The discomfort can be painful at times, which is how i discovered the last lump. For almost 3 years I've also had frequent groin and navel pain and severe sensitivity at the waist line just to the left of the navel. I was also born with a disease called
Osteogenesis Imperfecta, which is now known to be a connective tissue disease. I am aware that I need to see a doctor, and i am by no means bashful, for i have been that route before, but money is tight.  Should I, or should I not be concerned at this point? Any one experienced the same?

I guess I chose the wrong word when i said surface, i was meaning the surface of the testicle itself, internal, not the scrotum sack.  Everything is fine externally, as well as no STDs.  The lump in the tube area is where the pain is rooted from, yet, the several small bumps "on the testicle" are a bit concerning.  Thanks for the help, and all the hard work you folks do.

Welcome to the forum!
The lumps you have could be normal finding like blocked sebaceous glands, sweat glands, or pearly white papules. Small cauliflower like bumps can be warts. In all probability they are nothing serious, but please consult an urologist once. Warts and cancer needs to be ruled out.
