I have intermittent penile discharge throughout the day - should I worry?

Hello everyone. I am 26 and still a virgin. Without being erect or even aroused, there are times when a tiny amount of fluid escapes from my urethra. I used to masturbate quite often (at least several times a day, sometimes ludicrous amounts like 8 if I had enough time/concentration) but have severely cut down in the last month or so. Also there are times I feel a light tingling in my testes, which is accompanied by this discharge. The discharge is painless and not nearly enough to be noticeable. Should I see a doctor? What could it be?
