inconsistent sensitivity

i have noticed inconsistent sensitivity with my penis sometimes it's numb and i barely feel an sensation and sometimes it is sensitive.
i have also noticed pain in the area between my anus and scrotum when i touch it erect but only when i touch it and was wondering if this is a related problem.
also is the shaft of the penis meant to be sensitive i know it's not meant to be as sensitive as the head or foreskin but i have no sexually related sensation but i can feel heat but not cold and basic texture differences like rubber versus cloth or smooth versus soft, is that normal or should it be more sensitive i had a problem with overmasturbation and realised recently that orgasms reached during masturbation don't have the same intensity and stimulation and arousal don't feel the same or as intense as before. When i feel pain though, it is at east more intense then any other sensations i have on my penis.
is there a way to increase sensitivity of all parts of the penis and the pleasure felt from it?

You're welcome.  Just thought I'd ask since I deal with this also--and the bike seat was the cause. Hope someone else out there can help!

Hi:  Do you ride a bike or an exercise bike with a hard seat?  If so, this is one possible cause of the nerve issue.  I ride a mountain bike, and deal with a similar situation you describe at times.
