GRose is right, you can be dialated by one cm for weeks. It may not mean that you will go into labor anytime sooner but I figure you have one thing going for you. Instead of 10~ You will only have 9 more when you get started!
Blessings to you and your baby!

Kim is right, it does not necessarily mean that labor will be coming soon, you can be a centimeter dilated for weeks before going into labor. When I had my son I was at 1 cm for about a week before labor, all pregnancies are different. Baby will come when baby is ready, you're not even considered full term yet.
