It could be a chemical pregnancy. Pregnancy hormones may be present, but low which is why you're getting a faint line on the OTC tests, but not high enough for the doc to say yes. Since hormone levels double every couple of days in early pregnancy, if you try again in two weeks, and your hormones are high enough to get a positive you may actually be pregnant. Levels vary from woman to woman and your doc probably thinks it may be better to be safe
Textbook ovulation occurs on day 14 of your 28 day cycle. In reality, sometimes it happens a few days before, sometimes it happens a few days after....so you should consider your fertile time during this window of 6-7 days....especially since life has many variables, and hormones affect women differently, and many women have irregular cycles. The other variable would be the moment of conception when the sperm and the ovum meet....sperm can live up to approx 72 hours, so that brings another window of opportunity into play:)
