What is this
White patches that wipe off in mouth and on lip I have dry scaly white that wipe off as well burns sometimes and not red at all. Idk what it is I'm worried in patches then everywhere small bumps along borderline of lips. Its nothing like pictures of cold sore herpes. It feels as if my lips are extremely dry even looks like it too with the white bumps/ marks for example it looks like fordyce bumps that wipe away though. And oral thrush in mouth. Does herpes do this?

This sounds more like oral thrush to me than anything else. Have you seen a doctor? You'll need that confirmed and they provide the best treatment for this. Herpes looks like a fever blister, pimple, sore on the lip. This does not sound like herpes. good luck
