It can be due to chafing or allergic reaction to the wipes. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.
For mild-moderate symptoms a weak steroid may be used. Also wear cotton undergarments and do not use any cosmetic product or feminine washes.

You might be having a reaction to the summer eve wipe. I'm allergic to fragrance and get a swollen, burning pain whenever anything with fragrance touches my vagina (like scented toilet paper). I use a diaper rash cream to help relieve the pain and the rash usually goes away after a few days.
If your rash is hanging around still, you should see a dr to rule out an STD or infection. If it's not, then I'd suggest not using those wipes again.
