Is a cortisol level of 16.4 really considered low?

I am trying to understand cortisol levels, etc because my doc wants to put me on steroids for low cortisol level. I have had my levels tested twice in the morning and once in the evening. Mornings i am told are the most accurate. My levels was 16.4 and 16.7. My doc told me I have low cortisol therefore adrenaline deficiency. I have read some other posts here and the level on one chart was 4.0-22.0. I don't understand if that is the range why am i considered low. I am trying to save a few bucks before going to get a second opinion and before starting the steroids and spending money on an alert bracelet. I have little to no symptoms of low cortisol signs and a few symptoms when looking at the low signs. Any info, recommendations or advice will be welcomed. Thanks!
