What kind of bug bites are these?

My daughter has little pimple-like bites on her body. Also she has a pale scaly rash on her neck. We relocated to my parents house a month ago and this started to develop. She complains it's itchy. Any ideas?! :(

No not that I know of. My mother is basically a hoarder and owns two small dogs and four cats. The first night we were here one of the cats urinated on our clothes, I of course washed them but I assume this isn't the first time they've had accidents. The dogs are confined to a part of the kitchen and constantly making a mess on the floor. My parents will place a paper napkin over it to absorb the urine, then once I see it i'll clean it properly. There is an excess amount of dust and dirt. ALSO there are no screen on the windows, so hardly any fresh air comes in. We are temporarily here due to circumstance, I'm waiting to get an appointment with a doctor. My mom claims the cats urinated on our clothing because "they don't like me". I've told her I will help her clean the house and get things in order but she gets defensive and minimizes the reality of the situation

I'm very concerned about the bug bite marks and rash. :(
