Definitely not normal. Any chance of sexual abuse? Fear of her period?

Right to be blunt, no it isn't normal behaviour.
I would get her seen by a doctor, as there are medical issues that can cause this so you need to rule out that first.
If it isn't medical then it is psychological and you are going to have to be very careful. It could be anything from being bullied at school to not liking the way she looks. I don't mean to worry you but when I started wetting again it was because I was being abused. So you do need to approach the subject carefully.
It is important not to lead her when questioning her.. don't say "Did someone touch you honey? It is okay you can tell me I wont me cross I promise, you just have to tell me okay? Where did they touch you?". That will likely make her say yes just to get out of the situation. Instead, ask questions like "Is anything bothering you darling, at school maybe? Or at home?" or "Do you know why you wet the bed darling?"
Give her time to think and answer before moving on to the next question.
I am sure you know all this already, I am just writing it down because my friend recently questioned her 5 year old like that and the poor child was so worried she just said yes someone had touched her.. which sent my friend into a hysterical panic over what turned out to be nothing.
As for the lying about it.. that is perfectly normal. She is embarrassed... why would she tell you when she might get told off over it? It is very important you don't tell her off for doing it as that may make things worse.
Does she pee on the towels, or does she pee on the floor then use the towels to try and clean it up? If it is the latter, try putting a potty where she goes to stand and see if that helps. Also, some parents find that half waking their child at about midnight (or whenever you go to bed) and putting them on the toilet works. Also, perhaps no drinks in the 2 hours before bed (providing she is drinking plenty in the day).
