8 year old behaves badly in school

My grandson is 8 years old and is in constant trouble in school. He is very small for his age but smart. His grades are good, but he can't/won't stop talking and disrupting the class. The teacher is considering holding him back because of this behavior. She feels that, while he is academically prepared to move on, socially he is not. His parents have punished him by taking away privileges (video, TV, computer, etc.) He always feel badly about it, but, it continues. Any suggestions?

Maybe he cannot help the behaviors.  Sometimes that is the case.

   First, how old is he.  If his birthday is after Aug., holding him back may be a good idea.
I don't feel that at his age, consequences given at home have much of an influence of the child.  Maybe in another year or two, but not now.  
   The other thing that bothers me is that, by now most kids have figured out they can't disrupt the class.  Its possible that he can't help what he is doing because he has something like ADHD.  Or he may just have a very weak teacher.  
   But knowing his birthdate is important.  If he is in 3rd grade  with a Nov./Dec birthdate its an easy decision.
