Eldest brother of 3 boys is touching his younger brothers on their Penis

My eldest Son of three boys is 7yrs he is touching his younger brothers on their penis. After he has been told on many instances not to do it to his brothers and only to touch him self. It keeps happening!
My husband and I have handled it in many different ways and know boys will be boys.
Is there a possibility someone is doing it to him?
He has told me of a boy at school is touching his penis on occasion but it keeps happening after this boy at school has been asked to stop.
If any professional can offer a suggestion this would be most helpful as then it is 1 less thing I need to worry about with him.
The same son is being bullied by 4 boys at school and this is being dealt with by the school after being bought to their attention.

He might be a homoscual who has not adjusted to his condition.

i'd say take him to a psychiatrist. also talk to the other boys parents about it.

if you want to scar him at a young age for potentially being gay or bisexual or just being a kid that experiments and does stupid things or things that feel good then send him to a priest, as long as it isn't a catholic one.
