Curiosity or Cause to be concerned

I have a 3 (soon to be 4) year old rambunctious little boy that has been diagnosed with a sensory integration delay for about 2 years now (partially due to having eye muscle surgery and tubes put in his ears). He has had bowl issues since birth and we are in the midst of toilet training, one day at a time, and it has been difficult for both of us. All areas that were delayed seem to be catching back up with his age, however, he is very facinated with his "private parts". I know little boys are the first to explore the unknown, but he has a habit of touching his anus which really doesn't set well with me. I have never exposed him to explicit television nor have I ever (that I am aware of) put him in harms way of being sexually abused. I have been extremely cautious. I can't help but wonder if part of his sensory integration need is being directed towards self gratification or any sensation that would initiate arousel.
I catch him sporadically throughout the day and at first I was soo upset that he won't stop, but now I'm not sure if he does it to rebel, get my immediate attention, or to fulfill his sensory need. I could assume its all 3, though I am now in dismay. Should I be seriously concerned? What can I do to break him of this habit? A word from the wise would be appreciated.

You know that thread worms can cause itching in that area, it would make him touch his anus a lot.So check his poop  for little white things like string,, my kids got them from school, they pass it on to each other .Its easy to treat, I believe there is OTC med for it, but ask your Doctor ..
