thanks I will try my best to find way
the spelling problems are not that unusual for a 9 year old boy. The out of focus are especially if this is a one on one situation.
His school is the best place for him to get additional help or testing. Also they are the ones who should be contacting the mother. You might want to contact his teacher (saying you need more info on ways to help him) and ask her what she/he thinks. Its best to do it now because next year it will take several months before the teacher will know enough to see a difference.
I am a nurse but I tutor them also even in school he has the same problem the mother is in denial stage thats why she doesn't want her kids to be evaluated one time I suggest to her to bring the kidz to the doctor. But being a nurse I already know
Has he been evaluated and actually been given that diagnosis? If not, you need to discuss your concerns with his parents so that an assessment can be arranged. There are many different kinds of learning abilities, it's important that a child be properly assessed and diagnosed by a professional.
Once you find out for sure what's going on, then I would recommend furthering your education on the subject. I'm sure there are resources for tutors. Are you a teacher? Tutor through the school, or just on your own?
