creepy signs of a possible 13 Y-O child molester

My sister's ex-fiance's son my family and I have known for 4 yrs now, is now 13....
I have seen some signs that he's possibly devoloping into a child molestor.
1) In July he was alone with a neighbor hood girl, a friend of his half brother's....
aparently when the 13 yr old was left alone with this 5 yr old girl, he had tried bribing her with a dollar to put his hand down her pants.
I'm sorry if this is out of line but this 13 year old is not retarded though he likes to act it, but this sounds like something he would do which is why I have to believe it....
anyways...2) he is constantly asking his 5 year old half brother about his female friends.
asking about the little girl accross the street, this other little girl he plays with,
he asks questions like, whats there name, wat school do they goto, when are they coming over, how old they are...etc

3) i wheeling my mother to church since she is in a wheelchair, and the church has seperate rooms for the youngsters...
they have a nursery, a room called pre-k, little-k, kid-mo, and NXT for the teens which is where this 13 year old creeper should be.
instead mother and i spot him hanging out in the pre-k.
i'm sorry if all these coments are ****** up, but holy **** this 13 year old is normal, but he's about an idiot and i really think he's turning into a child molester/predator..
as for the first thing i wasn't there, but after he had tried bribing the little girl a dollar for him to stick his hand down her pants, she ran and told her mom, as for the other things they really worry me...
I spoke to his dad and he and i are wondering, if these other signs are something to worry about, and what other signs we should look for.

Thank you for your note explaining, so the child told her mom, well it may be a good idea for you to speak  firmly to others about your concerns ,starting with your immediate family and your sister , as perhaps they ought to be more aware , if not there is always child services.

I think this definitely needs to be addressed.  I'm not sure who exactly I would go to but here are some of the people I am thinking about:  the pastor, the counselor at the school, the police, a developmental specialist,...

Think about who from the list above you think would be most helpful with this type of thing and then talk to them about your concerns.

How do you know that this child put his hands down the 5 year olds underwear who told you that ?
