Bizarre outbreak on legs and arms

I was sent here to try and shine some light on some sort of skin condition my friend has.
She has outbreaks varying in severity every few months to every year. This latest "outbreak" is the worst it has ever been.
Black blisters, accompanied by redness surrounding the "blisters" (if that's even what they are!)
She says the pain feels like a severe burn.
I'm not sure what other details to put in here, so feel free to ask questions and I will answer to the best of my abilities!
