White flake looking bugs, bite at night, eyebrows, above upper lip?!!

I have been cleaning, disinfecting, fogging, my house but the bugs, I think, are attached to me. They bite and it feels like a needle picking you. I feel them in my eyelashes, eyebrows, bottoms of my feet, arms, bottom. Nothing I do seems to help. I tried life treatments, flea treatments, essential oils but they keep coming back the next day. I drop clean my whole house, spray vinegar, use bleach, peroxide, heat my clothes, blow dry my furniture, even fogged my house. Everyone thinks i'm nuts, except when I found out my neighbor was experiencing the same thing. Same apartment complex different buildings. I even used cheyenne pepper, thinking it was mites. Cheyenne pepper bath and poured it on my floor, furniture, etc. I have 2 cats and a dog, they're clean. I can't see the little buggers, to catch one. Is there such a thing? Or am I freaking crazy like i'm thinking. They go nuts at night. I've tried the premethrin cream or whatever you spell it. They're in my hair. Too small for a life comb.

Have you checked with a doctor to see if they have any leads?  Did you get an exterminator to come take a look at your place at all?  I'd try those two professionals to see if you can get somewhere with getting to the bottom of the cause.
