Red rash near groin area made up of bubbles that contain water.

I am in Turkey, a student, with no med insurance and would greatly appreciate some information. A week ago a rash appeared that is made up of bubbles that contain water, there is no itch or pain. The rash has spread to the lower thigh. In the main area, there are around 60 of them and they are relatively close together.
