Red bumps on penis

I noticed these red bumps (blotchy, raised, irregular shapes, and a bit shiny on top) on my penis head back in January 2009.  I visited the Dr., he visually diagnosed it as HSV2 herpes, so I had the blood tests (igG).  Came back negative (<.9 on the HSV I/II and , <.91 on the Combination test)...but I will go back in a bout 2 months to be re-tested.  Perhaps the anti-bodies did not have enough time to appear in the blood on the first test.

Dr. had me take 800mg of Zovirax 5 times a day for 10 days.  

Symptoms are still there, but they do not itch, are not painful, and are not blistering at all.  Just red bumps.  I've been told that a first herpes outbreak would come and go within a 3-4 week period...but it is now going on 2+ months...so I'm thinking this might be something else.  Any ideas?  I just started using a powder to keep it dry down there and a 1% hydrocortizone...maybe I should try the calamine lotion as well to see if that helps.  

Was thinking it might be psoriasis or eczema.  Either way, I do plan to re-visit the Dr. and re-do my blood tests at the appropriate time.

The red bumps are more like a clump (maybe 5mm x 7mm) with irregular shape. There are a couple of them that essentially run together.  What really concerned me was this one tiny white spot in the same area...I thought it might be the start of a blister (ie, sign of Herpes).

I'm going to wait to see my Dr. again since I do not have insurance right now...and I need to wait another 1 1/2 months before I re-take the Herpes teat anyway.

This could be - pearly penile papules or Fordyce
spots. You would need to consult your doctor for a confirmed diagnosis.

'Pearly penile papules are multiple, small (about 1-3mm) papules running around the circumference of the crown of the glans penis. They typically develop in men aged 20 to 40, and around 10 per cent of all men are affected. They may be mistaken for warts, are not infectious and require no treatment.'

'Fordyce spots are small (1-5mm) bright red or purple papules that can appear on the glans, shaft or scrotum and usually affect younger men. They may occur as a solitary lesion, but frequently appear in crops of 50 to 100. They are painless and not itchy, but may cause embarrassment because of their appearance, or a fear that they might be sexually transmitted. '
