Trying to identify a rash?

Hoping to see if anyone can identify this rash: I've had them on my back for over a year, they're flat, and weirdly go white after a lot of sunlight while the skin around tans.  It didn't itch the first year but now they do.  They have now spread to the frontside.  Any help would be greatly appreciated.
