started a year ago, allergic to sun exposure?

My husband had never had sun exposure problem at all until last year.  It does not matter if the sun is weak or strong, every time he is under sun exposure, his face gets rashes.  

He says that not pain or itch caused by these rashes.  If it doesn't hurt, is it ok to just ignore them?  Or eventually they would turn to something more serious?  If so, what can he do?  Apply cortisone or some sort???

I couldn't take any clearer picture of his rashes.  On this one, they appear to be very mild, yet in reality they are redder and bumpier.
