3 week old pitbull with swollen leg

My three week old puppy has a swollen front paw and the other front leg is swollen. She tries to move but can't put pressure. She's not in pain or at least she doesn't whine. The swelling area is hard and I'm worried about her. The vet said it happens but its not going away

Just seeing this.  He said what??  Coukd be edema or a number of things.  Yes, find another Vet if that hasn't resolved.

What does the vet mean -"It happens" ?
There could be an abnormality with a growth-plate....there could be other things going on. "It happens" is not good enough.

Take her to another vet for a second opinion.
