Thanks Margot...it is precisely what I did...got referrals for breeders. Apparently there is only one breeder in the San Francisco area and they don't have any puppies or a rehome situation. 90 percent of Belgian breeders are in the Mid-West/East Coast. I am in the dog community groups on FaceBook and there are LOADS of puppies for sale in the Mid-West and in Europe! That is if I want to buy the puppy and pay for it to be shipped...it is not doable in my case. So, I am just putting the word out that I am looking for a puppy that needs rehoming. Thanks for your help, though. Sometimes you just have to be patient and wait...and see if the Universe decides to send a pup your way! LOL...
Thank you all for the helpful suggestions. @ el_em_en_oh: I did the Craigslist thing and found scammers trying to "adopt" out puppies as means to rip people off. They want you to send them money for "shipping charges" and refuse to give a contact number or any info. I repeated asked for recent photos of the puppies but of course they can't send any because they have downloaded "fake" photos as the puppies they are giving up for adoption.
@ Margot49 and Misfits4Me: I am already registered on Petfinders for a breed-specific dog but a lot of them aren't really Tervs and a handful of them are in other states and do not adopt out to people not within their area. I am in California. As for ABTC (the rescue for Tervs) I have submitted an application but there just aren't any dogs right now and definitely no puppies. My best bet would be to find someone who has a Terv puppy but has to rehome it for whatever circumstances or a breeder who has a puppy that cannot be used for show, performance or breeding. Petfinders would be a good source. Why don't you want to get one from a Rescue?
You might check the Nat'l parent club for the Tervs and see if they don't have links to Rescues, etc.

I'm in CA too. You might be able to find a puppy a breeder is willing to let go, for whatever reason. I've grown out pups myself then let them go later on. Not sure where you are and, since I don't show any longer, not sure when/where the AKC shows are. What you might do is go to the Nat'l Terv site and they should give a list of breeders. Contact the breeders and tell them what you may be looking for, you may find out something there or that person may know someone, etc. If there are going to be any dog shows in your area, try to go and get a catalog and that will give the breeder info for contact. Talking to one person may certainly lead you to another.
